Learning English can help newcomers feel more confident in Canada. It can make it easier to find a job, speak with a doctor, talk to your child’s teacher, and take part in your community. One helpful option is Language Instruction for Newcomers to Canada (LINC).
What Are LINC Classes?
LINC is a government-funded program that provides free language classes to eligible newcomers. In Ontario, the LINC program is generally offered in English. However, a few organizations also offer the French program. LINC classes can help you improve your speaking, listening, reading, and writing skills. Depending on the program, classes may be offered online, in person, full-time, or part-time.
Before starting LINC, newcomers usually complete a language assessment. This assessment helps identify your current English level and find the right class for you.
What Are CLB Levels?
You may hear the term Canadian Language Benchmarks (CLB) when talking about English classes. CLB is a Canadian system used to describe English language skills for adult newcomers.
There are 12 CLB levels. In simple terms, a higher CLB level means you can communicate in more complex situations.
For example, CLB 4 is considered basic proficiency. At this level, you can take part in short conversations about everyday topics, understand simple instructions, and use common words and basic grammar.
What If You Want to Learn English Beyond CLB Level 4?
Recent government funding changes mean that free LINC classes now stop once you reach CLB Level 4. While Level 4 provides the “survival” language skills needed to apply for Canadian citizenship, it is usually not sufficient for university, college, or corporate office jobs.
If you want to continue your studies past Level 4, you still have excellent options in Ontario:
- Taking English courses through a school, college, or community organization
- Joining conversation groups or English practice programs
- Practising English through books, podcasts, news, and online resources
- Learning vocabulary and communication skills related to your career
- Preparing for an English test such as CELPIP or IELTS if you need it for work, education, or immigration purposes
Remember, CLB 4 is not the end of your English-learning journey. If your goal is to build a career or communicate more confidently, continuing to improve your language skills can be very valuable.
